The Human Resources Administration is dedicated to fighting poverty and income inequality with essential programs that help families and individuals with economic and social service needs.
HRA provides New Yorkers with a variety of critical services to make ends meet, including, but not limited to, food and cash assistance, emergency rental assistance, services for individuals with disabilities or those living HIV/AIDS, and emergency shelter for survivors of domestic violence.
New Yorkers in need can apply for and recertify their Supplemental Nutrition Assistance Program (SNAP) benefits online and determine if you are eligible for Cash Assistance and other services offered by HRA via the online ACCESS HRA platform.

Burial Assistance: HRA provides financial assistance to individuals in need of aid to meet qualifying funeral expenses. The Application for Burial Allowance includes information on what expenses HRA will cover. You can access the application and learn more about the application process on the website.
Family-Type Homes for Adults (FTHA): FTHA is a part of the Division of Voluntary Proprietary Homes for Adults (DVPHA). FTHA provides state-licensed homes to people with disabilities who are homeless or in need of a home where care and supervision are provided. These homes are New York State licensed facilities operated by experienced providers of quality care in a secure and nurturing environment. Facilities are licensed by the NYS Office of Children and Family Services and monitored by the NYC Department of Adult Protective Services.
